The Right Plan

The Right PlanOur plan has developed and been refined over the years as we moved from a "hobby state micronation" to a serious new nation-state project.  Now, we believe the plan is mature and ready to be put into action.

The plan is a modified application of a plan that has been successfully used within the U.S. to achieve a measure of Sovereignty.

We have operated under a level of "need to know" secrecy for several years since revealing our plan too soon could have increased our land costs and possibly caused other "roadblocks" on the path to where we are today.  Now, we believe that the time has arrived to "turn our cards" and show our "map" to get to a Sovereign Bahoudii.

The plan involves a "proprietary community", an "Improvement District" and a "Special Taxing District".

The Improvement District requires "enabling legislation" and grants the owners of land within the District authority to provide for surface water control and drainage, utilities and mosquito control; roads and bridges; land use regulation and planning; fire protection; emergency medical services; environmental services; data collection and evaluation; building and other construction codes enforcement and inspections; and interface with local, regional, state and federal regulatory agencies.

The Special Taxing District grants authority to the Improvement District to generate income derived from taxes and fees imposed within its boundaries.

Some have claimed that this is not "Sovereignty" since there is still a level of macro-governmental oversight over the Districts and payments are made to the "macro" government, but we would ask... if we are generating income through taxation and providing local civic services, does that not make us somewhat Sovereign within our borders?

Remember, we said this is a successful plan.  Our pattern is the use of an Improvement District and Special Taxing District back in 1966 for the formation of the Reedy Creek Improvement District. The District has control over water, waste disposal, airport facilities, transportation, public utilities, and roads - the civic goods normally provided by cities and counties. And just who is the Reedy Creek Improvement District?  Well, many of those reading this may have already visited there... Walt Disney Corporation (WDC) owns 98% of the land in the District, thus controlling the Improvement District.

Yes... Walt Disney World. 

Walt Disney World, the world-famous resort, is a proprietary community, a corporation running a retail community and transient residential communities.

By 1964 Disney had acquired land in small parcels using various holding companies and subsidiary corporations. After obtaining the land, Disney needed self-government to fulfill the vision for Walt Disney World as a proprietary community.

On November 15, 1965, Walt Disney World representatives met with government officials in Orlando to discuss zoning and other laws.  During that meeting, they proposed an improvement district that would assume the functions of the drainage district, enabling Walt Disney World, as landowner, to control the environment and all construction.

Two years later, the Florida Legislature enacted Chapter 67-764 (House Bill No. 486) for the benefit of the Walt Disney Corporation, radically transforming the governance of the Reedy Creek Drainage District. The new legislation changed the "Drainage District" into an "Improvement District," and abrogated nearly all state laws concerning building and development. The RCID law combined features of several different Florida district acts into one powerful entity. The District's 180 workers are civil servants and its $20 million annual operating budget is funded mainly from taxes which the Disney Corporation pays to the District.

This is the basis of our plan.  We plan to seek a similar arraingement with the government of Texas to facilitate our "propietary community" and "corporate business venture".

We all know that true Sovereignty will probably not happen within our lifetime, but by establishing an Improvement District and setting up the Kingdom to function as independently and with as much Sovereignty as possible, that one day in the next generation or two we will see true national Sovereignty and recognition by the U.N. and other world powers.
